ORANGE COUNTY EMERALD STAR PROGRAM
General Description
This rank is added to the Star Rank Program to give all 4-H members the
opportunity to serve their clubs, county and/or community on an individual
basis, without applying for All Star or TLAW (Teen Leader Award Winner). These
programs offer an opportunity for 4-H members to increase their skills in
program planning and leadership as part of the State Awards Program. Emerald
Star is a Star Rank awarded for a plan of leadership in the 4-H program in the
community. The youth participating submits a plan for approval, carries out the
program, and is evaluated at the conclusion of his or her effort.
Purpose:
Offers 4-H members who wish to work
individually the opportunity to develop leadership skills beyond the local club
level.
Staff Required/Candidates:
The Incentives and Recognition Committee participates in this program.
Responsibilities of Youth:
1. Prior to the project, submit a plan for approval using the procedure
discussed below under
"Application". This plan of proposed leadership will involve other 4-H
members of the community.
2. Carry out the project, submitting and implementing revisions, as needed.
3. Evaluate the plan and results as the program progresses and at the
conclusion.
4. Be prepared to handle any financial cost required to carry out the plan to
completion.
Responsibilities of Adult:

Eligibility Requirements:
1. Be 14 years of age or older.
2. Hold the Rank of Gold Star.
Selection Process:
Events selected may include:
1. An event or activity involving an audience (original or calendared event).
2. Community activity involving an audience or serving a need or an individual.
3. Slide set for presentation to the 4-H office for future use.
4. Any other as deemed necessary by the youth participating.
Application Process:
The youth must submit the Emerald Star Planning Form, complete with signatures,
to the Incentives and Recognition Committee at the 4-H office.
Timeline:
Plans may be submitted at any time during the year. However, formal evaluation
will take place in September following the completion of the plan.
