4-H Leaders’ Council

Article l
NAME AND SCOPE

Section 1 – Name

    The name of this organization shall be the Orange County, California 4-H Leaders’ Council.

Section 2 – Scope

    The 4-H Leaders’ Council works with the County 4-H YDP Director and cooperates with 4-H YDP staff to coordinate planning, implementing, and evaluating county 4-H programs.

    The Section 4-H Leaders’ Council works with the 4-H YDP Director, the County 4-H program coordinator, and the 4-H YDP staff to coordinate planning, implementing and evaluating sectional 4-H programs.


Article II
PURPOSE

Section 1 – Objective

    The objectives of the OC4H Leaders’ Council and Section 4-H Leaders’ Councils are to:

        Contribute to the growth and development of the 4-H Youth Development Program by strengthening the work of the County 4-H Leaders’ Councils

        Advocate constructive thinking among volunteers to enable them to help youth develop character and leadership through California’s 4-H programs

        Promote the relevance of the 4-H Youth Development Program to youth of diverse cultural and ethnic origin.

Section 2 - Specific Purposes

    The specific purposes for which this Leaders’ Council is organized shall be to:

        Act as an advisory board to the County 4-H Youth Development Program (YDP) Director on matters of program, policy, and assist in implementing accepted policies and programs at local, county, section, and County level.

        Assist 4-H staff in implementing the affirmative action goals and plans of the 4-H program so that equity and parity standards and mandates by law and University policy are met.

        Develop ideas for expanding and improving 4-H Youth Development Programs throughout the County.

        Provide a means of securing the concerted action of 4-H volunteers to supplement the work of Cooperative Extension in the promotion, organization, and administration of the 4-H Youth Development Program.

        Conduct, with the University of California Cooperative Extension 4-H YDP staff, a comprehensive 4-H program planning effort with the objective of meeting the needs and changing interests of youth, and changing ethnic, gender, and economic demographics.

        Assist in the identification, planning and implementation of educational and leadership training programs so that youth leaders and volunteer leaders may better fulfill their responsibilities to the youth they serve.

        Support the volunteer leaders in any way practicable, recognizing that without them, there would be a vastly different 4-H program.

        Improve communications among all levels and promote a spirit of friendship, cooperation and collegiality among 4-H volunteer leaders and the 4-H YDP staff.


Article III
SECTION 4-H LEADERS’ COUNCILS

Section 1 – Purpose

    Section 4-H Leaders’ Councils are organized by the County 4-H Leaders’ Council to increase the effectiveness of the County 4-H YDP and to strengthen its unity, as well as promote program services and reflect the ethnic and cultural diversity of the County.

Section 2 – Authority

    Section 4-H Leaders’ Councils shall operate under the same Constitution and By-laws governing the County 4-H Leaders’ Council. Rules and procedures may be adopted by each Section 4-H Leaders’ Council to govern its action in situations that are not covered by this Constitution and By-laws.


Article IV
ADVISORY AND SPONSORING COMMITTEES

Section 1 – Purpose

    Advisory and sponsoring committees, made up of friends and supporters of 4-H youth work, may be organized to assist in developing new programs and in financing and promoting the 4-H Youth Development Program.

Section 2 – Organization

    Such committees may be organized by the Leaders’ Councils in accordance with the advice of the University of California 4-H YDP staff, or may be organized by the staff for certain program purposes. When such committees are organized by staff, the council shall be informed of the purpose, organization, and composition.


Article V
4-H NAME AND EMBLEM

Section 1 – Use

    All uses of the 4-H name or emblem shall be consistent with the education purposes, affirmative action commitments, character-building objectives, and dignity of the 4-H youth organization as expressed by federal and County guidelines. Usage of the emblem will comply with County and national guidelines.

Section 2 – Limits

    The 4-H name and emblem shall not be used if it exploits or might be construed to exploit the 4-H youth movement. This will hold true for locally originated contests and awards, money-raising activities, printed materials, supplies to be sold or provided without charge, and advertisements.

Section 3 – Authority

    By an Act of Congress, the Secretary of Agriculture, United Countys Department of Agriculture, is the final authority for authorization of use of the name and emblem of 4-H youth work. County, sectional, and local 4-H organizations shall operate within that authorization. Plans for the use of the 4-H name and emblem shall be cleared with the 4-H YDP Director.


Article VI
AMENDMENTS

Section 1 – Constitution Amendments

    Any proposed amendment shall be submitted in writing to the active members of the Council at least one month before final action. Upon approval, the amendment in its approved form shall be submitted to the County 4-H Youth Development Director for review and concurrence with University Policy.

Section 2 – Voting

    The provisions of this Constitution may be amended or revised by a two-thirds vote of the active members present, providing the above procedure has been followed and providing there is a quorum.

     

Section 3 – Changes to Policy of Nondiscrimination

    Article VII shall be conformed to the current University of California Policy of Nondiscrimination without action by the Leaders’ Council, as it is amended from time to time by the University of California.


Article VII
POLICY OF NONDISCRIMINATION

    The University of California prohibits discrimination against or harassment of any person employed by or seeking employment with the University on the basis of race, color, national origin, religion, sex, physical or mental disability, medical condition (cancer-related or genetic characteristics), ancestry, marital status, age, sexual orientation, citizenship, or status as a covered veteran (special disabled veteran, Vietnam era veteran or any other veteran who served on active duty during a war or in a campaign or expedition for which a campaign badge has been authorized). University policy is intended to be consistent with the provisions of applicable State and federal laws.

Article VIII
ADOPTION

    The adoption of this Constitution shall be concurrent with the adoption of the By-Laws of the LEADERS’ COUNCIL.  The effective date shall be upon approval of the 4-H LEADERS’ COUNCIL and that date shall be stamped on each page of Constitution.
