Puppy raisers from 4H Paws for Independence – North have long been frustrated with the $70 licensing fee required for their unaltered puppies in Orange County.  On May 23, 2005, members Amy (Strider) and Alexis (Halette), appeared before the Orange County Board of Supervisors, and asked that service dogs in training be exempted from the licensing fees, as the fully trained dogs were.  The Board agreed to consider the matter.  Jennifer Phillips of Animal Control, consulted with  Patty Heimann, and added the exclusion into the upcoming County budget for Animal Control.  Members Katie (Stardust), Elizabeth (Marley), and John were present the following month, when the Board unanimously approved the measure for Orange County.
